Discussions included BELCO’s role in Bermuda’s energy infrastructure and investments

As part of the Ministry’s ongoing pledge to engage key industry stakeholders within its remit, the Minister of Home Affairs, the Hon. Alexa Lightbourne, JP, MP, recently held productive meetings with the senior leadership of BELCO and the Regulatory Authority (RA).
During her meeting with BELCO, Minister Lightbourne received a comprehensive overview of the company’s operations and strategic direction.
Discussions included BELCO’s role in Bermuda’s energy infrastructure, grid stability, and investments. She emphasized the need for transparency, efficiency, and the inclusion of the public interest in decision-making, underscoring that the well-being of Bermuda’s residents must be central to our energy transition.
Following the meeting, the Minister and the Ministry’s technical team toured BELCO’s generation plant and facilities to deepen their understanding of the utility’s operations.
Minister Lightbourne also met with the Board and operational leadership of the Regulatory Authority. Their discussions focused on the RA’s oversight responsibilities in both the energy and electronic communications sectors, how to strengthen regulatory transparency, and increase stakeholder and public confidence.
Minister Lightbourne said, “Our Ministry team had constructive meetings with both BELCO and the RA. I’m grateful for their openness and we will now chart a course forward that supports the people of Bermuda.
“As outlined in the Throne Speech, our Government is committed to reducing the rising cost of living and strengthening consumer protections. That is our Ministry’s unwavering focus, and we look forward to advancing the policies and legislative reforms that will have a meaningful impact.”
The Ministry of Home Affairs now comprises Consumer Affairs, the Land Title Registry Office, the Department of Energy, and the Regulatory Authority.
As stated in the 2025 Throne Speech, the Ministry’s expanded remit includes key priorities such as:
- Stabilizing energy costs and promoting Bermuda’s clean energy transition;
- Addressing the rising cost of essential goods; and
- Advancing policies that safeguard consumers and reforming regulatory oversight to ensure transparency.
The Ministry’s stakeholder engagements will continue in the weeks ahead. The next planned meeting is with the Department of Energy, where the focus will be on the recently announced Energy Policy Steering Committee (EPSC) and policy development.
