EU ministers approve new 150 billion-euro arms fund

The measure was backed by 26 of the EU’s 27 member countries, with Hungary abstaining

International news via Reuters:

The European Union on Tuesday approved the creation of a 150 billion-euro ($170.7 billion) EU arms fund, driven by fears of a Russian attack in the coming years and doubts about U.S. security commitments to the continent.

The approval, by ministers from EU countries meeting in Brussels, was the final legal step in setting up the Security Action for Europe (SAFE) scheme, using joint EU borrowing to give loans to European countries for joint defence projects.

The measure was backed by 26 of the EU’s 27 member countries, with Hungary abstaining, diplomats said.

“We adopted SAFE – first large-scale defence investment programme on the EU level,” Poland, which holds the EU’s rotating presidency, said on X.

“The more we invest in our security, the better we deter those who wish us harm.”

The European Commission, the EU’s executive body, proposed the fund in March as fears grew among European leaders that they could not be sure that U.S. President Donald Trump’s administration would defend them from attack.

Alarmed by Russia’s 2022 invasion of Ukraine and fearing they could be Moscow’s next target, EU countries have already increased defence spending by more than 30% in the past three years. But EU leaders say that is not enough.

Moscow has condemned the EU’s rearmament push as an incitement to war based on an “invented story” of a Russian threat. Such words have not reassured European leaders, as Russia made similar statements before the full-scale invasion of Ukraine.

The EU initiative seeks to break down national barriers by financing joint projects between EU countries and includes a strong “buy European” element as it aims to boost the continent’s defence industry.

For a project to qualify for SAFE funding, 65% of its value must come from companies based in the EU, the broader European Economic Area, or Ukraine.

However, companies from countries that have signed a Security and Defence Partnership with the EU can also be eligible, if they meet further conditions.

Britain signed such an agreement with the EU earlier this month, bringing British companies such as BAE Systems a step closer to participation in SAFE projects.

The Commission used a fast-track procedure to launch the legislation, bypassing the European Parliament and only requiring the approval of EU governments.

Russia-backed group hacked into networks of police and NATO, say Dutch authorities

The group was discovered conducting a hacking operation in September 2024

International news via Reuters:

A previously unknown Russian hacking group was behind attacks last year on the networks of the Dutch police, NATO and several European countries, Dutch intelligence agencies said on Tuesday.

The group, nicknamed Laundry Bear by the security agencies, was most likely supported by the Russian state, the Dutch General Intelligence Agency and Military Agency said in a joint letter to parliament.

“The cyberattacks against Dutch institutions are part of a larger international cyber threat posed by the hacker group,” they said in a statement detailing the findings of their probe into the incidents.

The group operated under the radar until it was discovered conducting a hacking operation in September 2024 in which it successfully gained access to the confidential details of Dutch police officials, it said.

Laundry Bear also conducted cyber-espionage against companies that produce high-end technologies that Russia has difficulty accessing due to Western sanctions over the Ukraine war, it said.

“The investigation also reveals that Laundry Bear has been responsible for cyber operations against Western governments and other institutions since at least 2024,” the statement added.

It said the group had sought to get hold of information related to “the procurement and production of military equipment by Western governments and Western arms deliveries to Ukraine”.

International news via Reuters:

Yum Brands’ KFC plans to invest 1.49 billion pounds ($2.0 billion) in Britain and Ireland over the next five years, creating over 7,000 jobs within its business and across its supply chain, it said on Tuesday.

The fried chicken fast food chain, which currently operates over 1,000 outlets across the UK and Ireland, employing 30,000, said it planned to open a further 500 outlets over the next decade.

Of the 1.49 billion pounds, 466 million pounds will go towards opening the new outlets and upgrading 200 existing sites, while 583 million pounds will be invested in new jobs, the company said.

KFC said the UK’s appetite for fried chicken was growing, with the market estimated to be worth 3.1 billion pounds.

“The market is only expected to grow further, with consumer demand for fried chicken outstripping other quick service restaurant categories,” it added.

Ten mahogany trees to be felled

Trees will be removed as part of new paving project

Press release:
The City of Hamilton advises the public that paving works are scheduled to take place along King Street, from Dundonald Street to Church Street.
Ahead of this work, ten mahogany trees on the western side of King Street will be removed starting tomorrow. These trees have significantly disrupted the surrounding sidewalk and road surface due to root heaving.
In keeping with the City’s commitment to urban greenery, the removed trees will be replaced with new trees and appropriate root guard systems to prevent future infrastructure damage. The replacement trees are already in the City’s inventory at Donleigh Tree Farm and Jubilee Park.
Importantly, these removed trees will not go to waste. As part of the City’s ongoing sustainability initiative, the wood will be repurposed into bespoke street furniture such as benches and tables—many of which can already be seen throughout Hamilton. Before being crafted, the wood is air-cured in a process known as ‘flaking’ to ensure proper drying, which can take several months or more.
Once cured, the City’s in-house carpenter, Daniel Hayward, transforms the planks into beautifully handcrafted pieces. This programme, led by Parks Superintendent Steven DeSilva, has saved the City tens of thousands of dollars in lumber and labour costs over the past few years while reducing environmental impact.
We appreciate the public’s understanding and cooperation as we work to improve and maintain the safety and functionality of our City streets..

34 arrests made over the holiday; Bus & Ferry tracking coming in August; OBA says tax cuts aren’t cutting it

Tax cuts are not cutting it, says De Couto

Shadow Finance Minister suggests payroll tax on net pay, not gross

Government’s tax cuts are not making enough of a difference to those who need it.

This from Shadow Finance Minister Dr Douglas De Couto, who says the OBA recommends more targeted cuts.

He cites the Belco fuel tax cut which, by his calculations, would favour the wealthy.

“We’ve worked out two examples, one for a household using 700 kilowatt-hours (kWh) per month, and one using 1,400 kWh – a larger house.”

“In the first example, the amount of Government taxes is $13.15 per month or $158 per year. In the second, larger house, it’s $26.35 per month, or $316 per year.”

“The Government has promised a further 20% tax cut on fuel. That’s worth $32 per year for the 700-kWh household, and $63 per year for the 1,400 kWh household… it’s a lot less than bag of groceries.”

“And does it make sense for those who can afford large Belco bills to get a bigger benefit than those who are scrimping just to keep the lights on?”

Dr De Couto also highlights that the OBA was first to introduce a progressive payroll tax structure, where high earners pay a progressively higher rate.

However, he suggests Government changes the payroll tax system to be based on net pay rather than gross pay, citing rising health insurance costs, so that payroll only comes out of “the money that actually ends up in your pocket at the end of the week or month”.

Finally, the Shadow Finance Minister recommends regularly revising payroll tax bands to reflect the cost of living, so that any pay increases don’t necessarily put earners into a more expensive tax bracket.

“These are changes that could have real impact on the cost of living for all Bermudians”, Dr De Couto says, “and we hope that the Government gives them serious consideration.”

We have reached out to the government for comment.

Achilles Bay access restored in St. George’s

The Government said the re-opening of the public beach access coincides with the start of the summer season.

Full media release from the Government of Bermuda:

The Ministry of Public Works and Environment is pleased to advise the public that access to Achilles Bay in St. George’s officially reopened on Friday, 24 May, just in time for the Bermuda Day holiday weekend.

The newly constructed staircase providing public entry to the beach is now complete and safe for use. Although some site work is ongoing, including installing a wall near the turnaround area by the adjacent restaurant, beachgoers can enjoy the area without obstruction. This restoration project was undertaken after years of erosion, storm damage, and general deterioration had left the beach’s access route unsafe and difficult for the public to navigate.

Minister of Public Works and Environment, the Hon. Jache Adams, JP, MP, visited the site this week to inspect the progress and express the Ministry’s appreciation for the public’s patience.

“We said we would get it done, and I’m proud to say that we have delivered,” said Minister Adams. “Achilles Bay is one of those special places that means a lot to the people of St George’s and beyond.

“I know how long residents have been asking for this to be fixed. Now, just in time for the holiday weekend, they’ll have safe access again.

“I also want to thank St Regis Bermuda for allowing us to take back part of their lease agreement to construct the access stairs, which technically falls on their part of the property. These improvements could not have been done without their cooperation.

“I also extend my gratitude to St George’s MPs Renee Ming, Kim Swan and Lovitta Foggo for their advocacy on behalf of their constituents and facilitating dialogue.”

Minister Adams said the Ministry faced multiple setbacks during the process, including unexpected design challenges, but remained focused on the goal.

“Projects like this are never as straightforward as they look, especially when dealing with years of erosion, storm damage and complicated terrain. But we stuck with it,” he said.

“The engineers, the contractors, and the team at the Ministry all played their part. We kept the pressure on, and the result is something we can all be proud of.”

He added that while there is more to come regarding site upgrades, the key outcome people were most concerned about — safe access to the beach — is now complete.

Coming August: Phone app will track bus location

In the Fall, Gov’t digital fare project will also introduce contactless credit card payment

No more guessing if or when the bus is coming… we’ll be able to see directly on our phones.

Owen Darrell, the Minister over Transport, told the House that Phase 2 of the Shorelink Digital Fare Media Project will provide Real-Time Information on bus and ferry locations…

“This will allow Bermudians and visitors to track the precise location of their buses and ferries and plan their journeys with ease and confidence”, the Minister said.

“I am pleased to inform this House that Real-Time Information application is set to launch Tuesday 5th August 2025.”

The Shorelink app launched last July, enabling public transport users to purchase fares directly from their phones.

Minister Darrell said that, as of 20 April 2025, the Digital Fare Media project has 16,851 users, and total sales of $579,343.

Phase 3 of the Project, set to launch in November, will introduce card payment on public transport.

The Minister continued, “…all ferries and buses will be outfitted with validators, allowing passengers to pay directly by tapping their debit or credit card to purchase or pay for a fare.”

“This seamless option rounds out our offering and provides the most convenient way for passengers to complete their transactions.”

Bermuda is far behind larger jurisdictions in Europe that introduced contactless credit card payment on public transport in the early 2010’s.

We are closer behind some Caribbean nations like the Dominican Republic, which piloted its own scheme in 2020.

“As we progress with these changes”, Minister Darrell said, “we are also aligning ourselves with the global trend of embracing technology to solve everyday challenges.”

Barnes Secures Double Podium at SKUSA Spring Nationals

Karting

Bermudian karter Scott Barnes has had a sensational weekend at the SKUSA Spring Nationals in Ohio, a major event on the Superkarts! USA Pro Tour. Barnes competed in the Masters Shifter Class, and the action across both days was packed with drama and excitement.

On Day One, Barnes qualified strongly and battled his way to the front in the Final after a thrilling start from the second row. He led for a significant portion of the 20-lap race, engaging in a fierce duel with Scott Presti. Barnes ultimately crossed the line in second place, just fractions of a second behind Presti, clocking a time of 18 minutes and 10.354 seconds. However, the drama didn’t end at the chequered flag. Following a review of a protest by race officials, Presti was subsequently disqualified. This decision elevated Scott Barnes to the winner’s step of the podium, handing him a hard-fought victory in the Masters Shifter Class.

Undeterred by the previous day’s drama, Barnes was back on track for Day Two, aiming to build on his victory. He once again showed impressive pace in the Masters Shifter Class Final. The race saw another close contest, this time with Presti again emerging as the victor. Barnes pushed hard throughout the 20 laps, ultimately securing a strong second-place finish with a time of 18 minutes and 8.390 seconds.
