The VRS states that gang related activity can be traced back to the mid-to-late 80s, but it specifies murders and retaliation in the early 2000s as the “impetus to the rise in antisocial behaviour that Bermuda is currently experiencing”.
The strategy lays out eight detailed goals to help reduce violence – including early intervention, support systems to prevent gang involvement, conflict resolution, and reintegration of former gang members into the community.
Stronger enforcement measures and improved public awareness are also objectives of the VRS.
