A driver crashed into a utility police last Thurday forcing a partial closure of Harbour Road in Paget as BELCO crews worked around the clock to make repairs.
However, police said there were several factors at play that lead to the near 3 hour wait times for some drivers making their way in and out of the City of Hamilton at rush hour.
