The Information Commissioner’s Office (ICO) is pleased to formally announce two pivotal senior-level appointments: Ms. Kentisha Tweed as Investigative Counsel (effective 1 June 2026) and Mr. David Northcott as Regulatory Compliance & Oversight Analyst (effective 1 September 2026).
These appointments reflect an exciting period of organizational renewal, reinforcing the ICO’s dual mandate: delivering independent quasi-judicial reviews while driving a systemic shift toward improved compliance, proactive disclosure and “Transparency by Design” across Bermuda’s 180+ public authorities.

Ms. Kentisha Tweed, Investigative Counsel
In her new role as Investigative Counsel, Ms. Tweed provides high-level legal, technical and strategic support to the Information Commissioner, bolstering the Office’s statutory review and enforcement functions.
A qualified attorney called to the Bermuda Bar, Ms. Tweed previously served as Acting Senior Investigation Officer at the ICO. In that capacity, she made history within the Office by formally exercising delegated statutory authority under Section 52A of the Public Access to Information Act 2010 (PATI Act) by conducting and determining ‘Failure to Decide’ (FTD) reviews. This operational breakthrough laid the foundations for the ICO’s streamlined Summary Procedure for FTD reviews, delivering faster relief to requesters facing administrative silence to their PATI request. Ms. Tweed’s new role as Investigative Counsel also officially brings in-house legal support which reduces ICO’s reliance on external legal counsel.
Commenting on her appointment, Ms. Tweed stated:
“It is a privilege to serve the public of Bermuda in this expanded capacity at the ICO. The right to access public information is foundational to open democracy and for securing access to other legal rights. I look forward to applying my legal expertise and investigative experience to ensure our review processes remain lawful, rigorous, fair, and proportionate. By doing so, we are holding public authorities accountable, while also upholding the purpose of the PATI Act designed to ensure that the public obtains access to public information to the greatest extent permissible by law.”

Mr. David Northcott, Regulatory Compliance & Oversight Analyst
As Regulatory Compliance & Oversight Analyst, Mr. Northcott leads the ICO’s monitoring of public authorities’ proactive disclosure duties and other statutory obligations outside of responding to individual PATI requests. He works collaboratively with public authorities to refine their information management practices, shape the ICO’s regulatory interventions and drive practice improvements across the public service and other public authorities, through guidance and support.
Mr. Northcott brings a wealth of specialised expertise to the role, from his human rights advisory practice and advocacy, and his advanced degrees in law and social psychology. He previously served as Policy and Education Officer at the ICO, making his return to the ICO in this new capacity perfectly fitting. Mr. Northcott was awarded the Information Commissioner’s Award in 2022 for his exemplary work as an Information Officer at another public authority, which supports his relatability, fidelity and credibility with other Information Officers as he carries out his regulatory compliance and oversight duties.
Expressing his enthusiasm for the role, Mr. Northcott stated:
“I have a deep commitment to, and long track record of, upholding and promoting fundamental human rights in Bermuda and abroad. The right to information is no less vital, particularly given its indispensable role in sustaining democracy, public trust and institutional accountability. I am thrilled to return to the ICO to expand proactive disclosure and support public authorities in embedding transparency into their daily operations.”
Information Commissioner’s Statement
Welcoming the appointments, Information Commissioner Jason Outerbridge remarked:
“I am delighted to announce the senior appointments of two Bermudian officers, which marks significant step forward in our strategic vision for the ICO’s second decade. Both officers exemplify the highest standards of public service.
Ms. Tweed has consistently demonstrated extraordinary legal acumen in information rights law, objectivity, and passion for applying legal principles to the complex work of our Office. Her leadership during ‘Failure to Decide’ reviews and her commitment to procedural fairness have been exemplary. I am confident that she will excel as Investigative Counsel as we continue to streamline our review functions.
Mr. Northcott’s appointment represents an evolving strategic focus for the ICO. Beyond resolving individual access to information disputes, we are determined to foster a public sector culture where information of high public relevance is published proactively. Mr. Northcott’s unique perspective, having served both within the ICO and as a public authority Information Officer, adds immense value to our Office and Bermuda’s access to information regime.”
